PUBLIC NOTICE
Requesting Expression of Interest/Qualifications for Architectural Consulting Services to design and prepare Final Design and Bid Documents for a Residential Supported Living model house in Knox County to achieve ENERGY STARv3, certification and Certificates of Occupancy from Knox County, TN

Knox Housing Partnership, Inc., (KHP) dba HomeSource east tennessee, a regional non-profit community development agency developing sustainable and affordable high performance housing, is contracting the construction of a model Supported Living house in Knox County TN. Typically, Supported Living housing is an innovative residential design concept for special needs persons. This creative design will meet the domicile needs of three persons having individual bedrooms with a small foyer-study, common flowing kitchen, two bathroom areas, and a screened porch outside area. This residential model shall be constructed conforming to ICC A117.1-2009 Type C and ENERGY STAR v3 qualified criteria and certification. This imaginative design model requires flexibility to allow for unique site conditions, reuse and replication throughout Tennessee. Qualified firms interested should submit (via e-mail ONLY) their “Expression of Interest/Qualifications,” to: Supported Living Model-Architect Consulting Services, to kblock@homesourcetn.org by 6/24/2015, after attending the Architect Pre-Submittal mtg 2-4pm, at 109 N Winona Ave., Knoxville TN 37917. All response submittals will be reviewed and select firms will be invited to submit Proposals. Selection criteria will include, among other items, an evaluation of: 1) Previous experience in same/similar projects, 2) Past performance in same/similar projects, 3) Overall capabilities to handle projects competently and on schedule, 4) Integrity. The “Expression of Interest /Qualifications” response should include a succinct narrative describing: A) Delivery of High Performance Housing [Quality Control, Energy & Water Efficiency, Durability, Affordability, Healthful, Environmental soundness, etc.], B) Relevant Company Experience [Universal Design, Special Needs, LEED for Homes, EPA Indoor Air Plus, ENERGY STAR Qualified, Green Communities, EARTHCRAFT, NAHB, and non-programmed above code sustainable multi-family residential experience], C) Relevant References. And, any other equivalent examples of recent Sustainable building projects produced locally. This project is time sensitive, e.g., Architect Pre-Submittal Mtg 6/24/15, Architect Proposal due 6/30/15, Owner Awards Work on 7/7/15, Design Charrette(7 hours 8:30-4pm) 7/16/15 (FIRM Date because several stakeholders are scheduled to attend), Schematic Design complete 8/12/15, Final Design Documents due 9/16/15, 90% Construction Documents due 10/14/15 and Bid Documents due 10/22/15. KHP shall seek full and open qualified competition in all procurement transactions. Firms having WBE, MBE, DBE or 8a Business Certification are encouraged.
